A Guide to Municipal Administration
Whether considering general practitioners, parking permits, benefits, or any other matter, contacting bureaucracy may seem scary at first. The municipality of Ferencváros prepared this short guide for you, in case you need assistance.
A large part of your everyday affairs belongs to the Mayor’s Office, like civil registry, local taxes or benefits. Other issues, like parking or street cleaning, belong to specialized institutions of the municipality.

Benefits for residents
Residents of the IX. district of Budapest are entitled to a variety of benefits. Hungarian citizenship is not a prerequisite for applying; one only needs to have an address in Ferencváros and reside here.
Most of these benefits are provided based on the applicants' social situation, so our colleagues need to assess the financial situation of the applicant. However, there are some benefits that are available to every resident, regardless of his/her financial state.
A non-exhaustive list of benefits you can apply for:
housing maintenance allowance for utility costs;
allowance for residents aged 65 or more (65+ grant);
subsidy for medication purchases;
accessibility modification grant;
birth and start-of-life grant;
child-rearing allowance;
educational support (school supply kits, public transport pass subsidy, six-month BUBI pass);
early childhood vaccinations (pneumococcal, meningococcal, rotavirus, pertussis, tick-borne encephalitis);
emergency aid.
For detailed descriptions and more information on these benefits, contact the customer service center of the Human Services Office at humanszolg@ferencvaros.hu or call 06 1 215 1077 and then press 320.

Parking in Budapest
In general, parking fees are payable on official working days, generally from Monday to Friday, during the time periods specified for the respective parking zones. Exeptions are made for public holidays and official non-working days as defined by applicable legislation, when no parking fee is payable.
In Budapest, particularly in the central districts (Districts I–X, as well as parts of Districts XI–XIV), parking is subject to fees whole or in parts. Paid parking areas are divided into “A”, “B”, “C” and “D” zones according to the hourly parking fee payable.
The boundaries of the different zones, as well as the roads leading into and out of them, are indicated by road traffic signs. These signs indicate the beginning and end of each zone, the relevant zone classification, the zone number, the starting and ending times of the paid parking period, and the end of the zone.
Paid Parking in Budapest, District IX. (Ferencváros)
Parking fees are payable on official working days, generally from Monday to Friday, during the time periods specified for the respective zones.
In the “A”, “B” and “C” zones, the maximum permitted parking period is 3 hours. The parking period cannot be extended by making an additional payment. In the “D” zone, there is no time limit on parking.
Exceptions to the general paying rules are public holidays and official non-working days specified in the currently applicable Budapest Municipal Assembly Decree No. 30/2010 (VI. 4.), the Local Government Decree No. 39/2011 (XII. 12.) of the Representative Body of the Municipality of Budapest District IX, Ferencváros, and other applicable legislation. No parking fee is payable on these days.
ATTENTION!
As of 1 July 2026, parking fees may only be paid by mobile phone, through a parking application,
or by SMS. The relevant regulation has abolished option for cash and coin payments at parking meters. Parking applications can be found on the following website:
https://nemzetimobilfizetes.hu/applikaciok. You may also use the QR code displayed on the parking zone signs.
Procedure for using the system:
Scan the QR code.
Use the filter for foreign visitors.
Select and download a parking application and follow the on-screen instructions (registration, entering your vehicle's license plate, etc.).
Start your parking session.
Always check that your parking session has been successfully activated.
Parking Zone Signs
Under Section 8 of Budapest Municipal Assembly Decree No. 30/2010 (VI. 4.), the parking fee becomes payable immediately after the vehicle has been parked, without the need for a separate notice or request for payment from the traffic warden.
- If the parking fee is paid through a parking payment application, parking begins when the confirmation of the payment is received (Section 8(1)(aa)).
- If the parking fee is paid through the mobile phone parking payment system, parking begins when the service is activated using the code applicable to the relevant fee zone and the successful confirmation of the customer's transaction is received (Section 8(1)(ab)).
